The best HR software in Qatar is the one that handles three local requirements: producing a WPS file the bank accepts, calculating end-of-service gratuity under Qatari labour law, and tracking Qatar ID and residence permit expiry across the workforce. International HR products almost never include any of these, which is why an excellent global system can still leave someone rebuilding the payroll file by hand every month.
HR software is normally compared on employee self-service, appraisals and org charts. Those are pleasant and none of them decides anything. In Qatar the system either produces a bank-acceptable salary file and a correct gratuity accrual, or somebody does that work manually regardless of what else the software does.

Ask about each specifically. Vague answers are the answer.
- WPS payroll output — salaries in Qatar are paid through the Wage Protection System, so payroll must produce a file in the format the bank accepts. If it cannot, someone rebuilds that file monthly, and rejections over mismatched identifiers become routine
- End-of-service gratuity — a minimum of three weeks of basic wage per year of service, on the last basic salary, for employees completing at least one year. Calculated in the system it accrues visibly month by month as a real liability rather than arriving as a surprise
- Qatar ID and residence permit expiry — across a few hundred staff nobody tracks renewal dates by memory, and a lapse becomes an urgent legal problem rather than an administrative one
Then the connection to attendance
The chain that earns its cost is attendance to payroll: recorded hours becoming paid hours with overtime and absence applied automatically, ending in the WPS file.
Without it, someone spends the last days of every month reconciling an attendance register against a payroll sheet, and the errors found always run in the same direction. This is the single most common piece of avoidable manual work in Qatari HR departments.

Under about fifteen employees with stable salaries, little overtime and no shift patterns, a spreadsheet plus the bank's own WPS template genuinely works. Software will not repay its cost, and we would rather say so.
